areas such as Portugal should undertake policies to promote these enterprise to protect the local and national commercial structure. IN order to assess the developments in this area it is
necessary to define ways in which the SME sector in Portugal can be measured and assessed to understand the problems that may be faced in this sector. The hypothesis maybe
that financial concerns are a major driving force for SMEs with a higher sensitivity to changes in the economy. Alternatively we may argue that SMEs have all the same problem
as larger businesses, but due to their size, the impact is proportionally greater. If the student wishes to use development models the argument may be that SMEs are following the
same (or a different) development model that seen in a comparator country. A project such as this will require both research and the ability to apply business models.
Models which can look at the general background in which the businesses have to operate will be useful. These may include models such as a PEST analysis. This looks at
the macro factors which will be present and will influence all businesses buy default these will impact on SMEs. It is only with a background understanding of existing influences that
more specific SMEs concerns may be addressed. This will also help to categories the way primary research is conducted, perhaps divided the questionnaire into similar categories. A PEST analysis
will look at the political, economic social and technological influences, this may be extended to a PESTEL analysis, with the last EL being environmental and legal (Thompson, 1998). The political
