countries unnoticed and unabated. Now, of course, in recent years the continuing conflicts in the Southeastern portions of Asia have been blamed upon this large number of arms, which easily
move between countries. And, to make matters worse, many of the Third World Countries viewed their arms sales as a viable export. Many organizations developed to combat this problem and
to attempt to divert the proliferation of arms amongst the Southeast Asians toward more acceptable alternatives. But, as one can tell, it has been an uphill battle. The impact
on society has been enormous. What has made this particularly difficult to control has been the fact that the arms buildup did not occur as it generally has between two
superpowers. Rather, this buildup cannot be pinpointed to any one or two adversaries. Therefore, previous models of disengagement do not serve to offer a solution. The buildup of arms began
by most accounts in the seventies when the US granted military assistance to Indonesia in the form of warships, minesweepers, and other pre and post-war equipment(Gabelnick 2001). Malaysia and Thailand
jumped on the bandwagon quickly and ordered massive amounts of weaponry. This decision threatened to alter significantly the existing strategic balance of power within the region. Most of the other
countries within the area quickly moved to buy as much firepower as they could to match their neighbors. It was a keep up with the Jones mentality, only on a
much larger and deadlier scale. Most experts state that there are legitimate security concerns in this area, but that the spending on defense has not been commensurate to
