for the poor management and response to Hurricane Katrina. Is the consolidation of the departments the primary problem, or would the federal government still have failed in their response
readiness if FEMA had remained a department separate and apart from the others. The purpose of this paper is to present resources and insights into the controversy regarding the inclusion

For over 200 years, the United States Federal Emergency Management Agency (FEMA) has been a part of the federal government in some form. A devastating
fire in Portsmouth, New Hampshire triggered the first legislative action by Congress to provide relief to businesses and individuals who had suffered losses due to a disaster (FEMA, 2005). The
year was 1803 when the Seventh Congress passes the Congressional Act which is considered to be the first directive passed by the United States Federal Government to provide disaster relief
and laid the foundation for FEMA (FEMA, 2005). Various types of legislation were passed in excess of 100 times between 1803 and 1930 to provide disaster relief (FEMA, 2005).
