However, what might be said more accurately is that the systems put into place to support the disabled person, as they attempt to make their way, do not similarly match this spirit. In other words, can it be shown that the providers (in regard to the services for the blind and visually impaired) meet their goals of placing individuals with good employment? Do they work in conjunction and in a cooperative relationship with various industries in the community? What services do they provide? In the state of Virginia the main service providers are Department for the Rights of Virginians with Disabilities, with programs called VDA, DD, PAIMI, CAP, AT, PAIR, and PABSS(Virginia, 2002). While it must be stated that these organizations are all state funded, they are not exclusive to the blind or visually impaired but have been included in this report to show the all encompassing nature of the Virginia disabilities structure. The VDA program is one that actively prosecutes all cases of discrimination against individuals on the basis of some disability(Virginia, 2002). The DD program, and the PAIMI programs both deal with the assistance, therapy, rehabilitation and life long care of those with severe mental limitations. Of particular interest, given the topic of vision, is the PAIR program in the state of Virginia. This program offers a cooperative relationship between the state and certain industries in the state who are able to provide employment for those who suffer from visual impairments(Virginia, 2002). Another organization operating in the state of Virginia is the Rehabilitation Center for the Blind and Vision Impaired (VRCBVI).
