a fast-growing segment of the population. One can see this phenomenon in many aspects of society including advertising, corporate diversity plans and other areas.
The growing cadre of immigrants to the United States has led to another important development -- the development of English as a Second Language (ESL) programs in
schools. Many children who enter into the American public education system may not know English, and studies have determined that a lack of knowledge in this area can negatively
impact the ability of the students to learn well into classroom setting. These days, most public schools do offer second language development programs -- and in many states, legislation
has been past requiring schools to offer these services. For example, in 1998, voters in California passed proposition 227, which specified thats children attending public schools in California learn
English by being taught in English unless parents requested a waiver (Unz and Tuchman, 1997). This technique of "total English immersion" became law because "the English language is the national
policy language of the United States of America and of the state of California, is spoken by the vast majority of California residents, and is also the leading world language
for science, technology, and international business" (Unz and Tuchman, 1997). In other words, this legislation was passed in order to help second language learners gave a better advantage while living
in America. There are several problems with this legislation however -- one of the major ones being that simply insisting students speak
