has been used successfully with many different police departments, among other public agencies. The first component, Scanning, refers to the identification the problem. At this point, a team would describe
the problem, how do you know this is a real problem, who is affected, possible causes and where and when does the problem cause the most trouble (Center for Problem
Oriented Policing, 2010; School of Criminal Justice, 2000). Police officers may have personal experience with the issue or they may have a number of community members reporting the problem
(Douglas County Sheriff Department, 2008). The next step is to analyze the problem. This includes identifying and understanding the settings of the problem, obtaining data that is needed, researching
this kind of problem, how the problem is being handled now, if at all, narrowing the problem statement to something that can be resolved and developing a working hypothesis about
the causes, and who the stakeholders are (Center for Problem Oriented Policing, 2010; Douglas County Sheriff Department, 2008; School of Criminal Justice, 2000). Response is about determining what to do
about the problem. Once the problem is discretely defined through analysis, the team would generate possible solutions through brainstorming. Brainstorming is used because it leaders to more creative ideas and
more of them. More research is done during this phase in terms of trying to learn how other communities resolved the problem. When a number of feasible alternative responses are
