in the country under colonial rule, were murdered by the majority Hutu tribe in a nation-wide genocide that took roughly 800,000 Rwandan lives ("International" 47). Today, new suburbs that would
not "look out of place in a prosperous bit of Europe" are the homes of Rwandan civil servants, with the mortgage payments deducted from their monthly salaries ("International" 47). The
streets that were once riddled with death are now "scrubbed clean and the gutters are painstakingly weeded" (Whitelaw). While it is somewhat surprising how well Rwanda is doing, as pointed
out by U.S. Ambassador to Rwanda Michael Arietti, what is truly amazing is that, in many ways, the country is thriving (Whitelaw). The animosity between Hutus and Tutsis is part
of the legacy of colonialism. When Germans first instigated colonial rule in Rwanda, they utilized an existing hierarchical power structure that privileged the Tutsis, as cattle owners, over the Hutus
(Amstutz 541). When the Belgians gained control of the country, they formalized this structure and began to use race as the justification for Tutsi supremacy (Amstutz 541). Therefore, while
Tutsis represented only 15 percent of the population, due to colonial manipulation, they were "able to use their wealthy and power to control government action" (Amstutz 541). When the Hutus
came into power after independence, they imposed policies of reverse discrimination (Amstutz 541). Today, the Rwandan government is focused not on race, but on economics and its policy is
to focus on "performance and service delivery" ("International" 47). Thurs far, the government appears to be more than living up to this ethos, as wireless internet is being install in
