in which NATO evolved was a response to the cold war political model. However, political regime changes and the fall communism in the East during the later 1980s has changed
the way that Russia interacts with the rest of the world (Hall, 1999). The loss of political power and adoption of capitalism and free market economy policies have instigated desires
for closer relationships between Russia and the west. This was a common pattern in the Eastern European countries, not only Russia, with an increased desire to form links with the
European Union, and the International Monetary Fund to develop their own economies (Hall, 1999). Closer ties with NATO have been more controversial due to the military elements and the former
distrust that existed between Russia and the West. During 1991 there was an attempted coup, Mikhail Gorbachev survived and the pressure for alliances with the west, including NATO increased.
However, there were problems within NATO at this stage. The goals of the organisation in the post cold war environment has not been settled and were a very controversial subject,
with this issue unresolved it was unlikely that expansion would be considered. This concern was bilateral, indeed, when in later years it was announced that other countries such as Poland,
Hungary and the Czech Republic may join, this was interpreted by Russia as a threat to their security (Garthoff, 1997). The situation began to change with the issue of the
post cold war mission of NATO was considered by the members. Although at this stage it was decided former Soviet Union countries should not be allowed to join, the decision
did accept that there was a need for closer ties in order to create greater level of stability (Hall. 1999). The United States under the Bush administration formed a common
