Federation had become known as new nations emerged (Ishiyama, Launer, Likhachova, Williams & Young, 1997). The rebirth of the entity still known as Russia prompted democracy, something foreign to the
people at the time (1997). A new sense of nationalism had come from this new Russian Federation (1997). The Russian Federation in fact, from the year 1991 on,
provides a case study on which to investigate processes of democratization, and the search for a national identity (1997). As Russia feels its way through, it creates
enemies of sorts. Russia and the United States were adversaries at some point in time and while it is hard to say that one nation is Russias primary adversary and
another is Russias minor adversary at any given moment, it can be said that there are nations that Russia has problems with. This upsets the world order and is particularly
relevant in respect to how relations play out between the United States, Russia and its natural adversaries. It should be noted that early in Russias history, and even prior
to NATOs expansion, Russia had decided to create a "nuclear Maginot line" that would go against all or any adversaries (Zimmerman, 1997). This change was first noticed in 1993 as
a brand new military doctrine did essentially change a 1982 pledge that Russia would never use nuclear weaponry first (1997). What is important to know is who Russias
major and minor adversaries are, and how they affect the United States. First, it should be noted that China is an important player in the region and there are
