moving towards democracy has seen a number of challenging situations and divergent outcomes. It can be argued that there has been a successful transition in terms of market reforms, while
the transition to democracy has failed. Asland (2007) has argued that at the reforms in the development of democracy or interlinked, and that the link between the development of a
civil society and democracy and the market reforms which were characterised by the struggle between the rent seekers in the market reformers are heavily interlinked. This is an argument which
is able to explain why and how reforms in some areas such as Estonia in Poland, has been generally successful, and why other areas such as Russia, along with countries
such as Uzbekistan and the Ukraine have seen progress take place at a slower rate and successes achieved being only partial (Reddaway and Glinski, 2002). Russia seen a great
deal of change; the capitalist revolution of the late 20th century introduced a system which put an end to the socialist revolution of 1917. With the collapse of the Soviet
Union and its communist dictatorship the traditional communist approach to the economy; a command economy, also had to change. When looking at the way that Russia has adapted in changed
there is an underlying pattern which can indicate the reasons for the market reform success in the democratic failures. The current levels of success emanate from the economic forms of
the 1990s which were the result of purposeful strategy as well as certain influences and pressures which are reaching critical mass (Asland, 2007). The economic measures that it is delivered
