Approaches the provisions of the act from the perspective of rural women, noting transportation and childcare concerns as well as inequitable pay between men and women. Concludes that although the ideology of putting people to work and taking them off the welfare rolls is commendable, indeed a dire necessity in today's economically stressed times, it is an ideology which requires significantly more investment in both time and resources in order to meet the needs of the nation's rural women.
