Aviation safety encompasses a diversity of considerations both while an aircraft is in the air and while it is on the ground. This latter scenario, however, is
one not often considered by the general public. Despite that fact, accidents while on the ground are an unfortunate reality. So too are fatalities resulting from those accidents.
Runnway incursions, in fact, are not that uncommon of an occurrence. In 2004 in the U.S. alone, under then current definitions of incursions, there were 327 runway incursions
(Hughes, 2005). Runways are a prime environment for accidents. Tremendous amounts of information is being exchanged between the planes, ground
control, air control, and possibly other entities. The environment is fast paced and has a high potential for confusion. The inadvertent loss of situation awareness, of where a
plane is in relationship to other traffic on the runway has obvious implications. This has been the case in more than one runway incursion. The most tragic of
all time was the March 27, 1977 collision between KLM Royal Dutch Airlines 747 (operating as flight KL4805 KLM) and Pan Am flight 1736 collision on the runway at Tenerifes
Los Rodeo Airport in the Canary Islands. The Flight KL4805/Pan Am 1736 disaster is a direct testament to the importance of
stringent Ground Control/Air Control operational rules, good communication protocol, and adequate provisions to prevent fatigue for pilots and all airport personnel. As will be seen below, all were lacking
