down, they must first have thoroughly mastered the concept of fractions and their relationship to whole numbers. While it may seem simplistic and obvious that fractions are always less than
1, a part of a whole, rather than a whole number themselves, students may or may not have grasped this crucial concept if they have concentrated on learning math rules
and have not considered what the numbers actually mean. Checking students understanding of fractions is easily down asking which fraction is larger 7/8 or 1/4, or 3/4 and 1/2.
If the teacher is satisfied that the students understand fractions, another prerequisite concept is that decimals are another way of expressing fractions. This concept can be shown by drawing
a straight line on the board and explaining that the entire line is 100 percent of the line. Then the teacher divides the line in half and each half is
labeled as 1/2, the whole (1) has been divided into 2 pieces. The teacher than asks a student what is half of 100, and explains that another way of expressing
fractions is to refer to what part of the whole, the 100 percent line of the line, is represented by each half, in this case 50 percent. Before introducing the
concept of rounding, it is also necessary for students to understand the categories of tenths, hundreds and thousandths place and why they occur as they do after the decimal point.
As understanding fractions and decimals are fundamental to mathematics, these concepts constitute lessons in and of themselves that should be backed up with practice problems if the teacher is
not certain that these concepts have been mastered. Once they have been mastered students are prepared to understand the concept of rounding. Concepts and skills to be presented in
