This 8 page report discusses a 1996 oil spill off the coast of Rhode Island. An oil barge, the “North Cape,” ran aground in sand 150 yards off Moonstone Beach near Kingston, Rhode Island. The barge was loaded to its full capacity of four million gallons. The resulting spill of 828,000 gallons of Number 2 heating oil wreaked a catastrophic toll of marine wildlife and forced closure of the area's fishing for five months. Issues discussed include the environmental and economic impacts, as well as the possible preventive measures that could and should lessen the likelihood of it happening again. protect the states coastal environment from the threats of oil spill pollution. January 19, 1996 On January 19, 1996, a winter storm with 60 mph winds causing 20 foot
seas forced the oil barge "North Cape" into Rhode Islands Nebraska Shoal at Moonstone Beach near South Kingston, Rhode Island, an area immediately adjacent to a National Wildlife Refuge.
The tugboat "Scandia" towing the barge experienced an explosion in the engine room and caught fire during the storm. As a result, the crew of six was forced to
release the tow to the "North Cape." The barge ran aground in sand 150 yards off the beach. The barge was loaded to its full capacity of four million gallons.
