political history. First, what sort of government does Haiti have? What is its history? The Republic of Haiti boasts an elected government with nine separate departments ("Haiti," 2001). Haiti,
like the United States, has a constitution (2001). However, unlike the U.S., their constitution was not approved until 1987, and then it has been suspended for a time, but most
articles were gradually reinstated; finally, in 1991, the government claimed to observe the constitution but by 1994, there was a return to constitutional rule (2001). One might think that the
republic is young. After all, the U.S. Constitution was made just a decade or so after it was established. But that is not true. Haitis independence was established in 1804
(2001), which is about a half century after the establishment of the United States of America. The nation that had gained independence two hundred years ago has not matured and
stabilized as some other nations have. Still, Haiti did break free two centuries ago and that was an event that put the country on the path to freedom. The
Haitian Revolution technically took place between 1794 and 1804 but the bloody French Revolution is also related ("The Haitian," 2004). The revolution in France in 1789 propelled
Europe to go into an all out war, touching off "slave uprisings" in Caribbean islands (2004). In 1794 France did do away with slavery in the colonies
(2004). In 1802, Napoleon tried to restore slavery in the West Indies but when on January 1, 1804, Dessalines called himself the leader of a new nation, Haiti would
