those who do not adapt to this new medium, including it in their general strategy. The companies that are least likely to adopt the stratagem has been the small to medium sized enterprises (SMEs). These are companies that have the lest access to the required resources, including knowledge and time taken to embrace the new technology. SMEs have been the topic of many studies, seeking to determine if and how they use e-commerce and the factors that deter its take up in this sector of the commercial environment. In 2000 a study was released, this study was commissioned by Jones Donald Strategic Partners to look at the attitudes of small to medium sized businesses to e-commerce in Australia. The research was sound in many ways, but it may also be argued that there was a string bias towards encouraging the uptake of e-commerce. The research was undertaken in three stages, the first part was the desk research, looking at the general background and the context in which the research is being undertaken. Looking at the presentation of the information it is easy to assume that there is a good quality of desk research. There have been a range of sources, including the document entitled "taking the Plunge" which was the organisations own research undertaken two years earlier in 1998. This may be seen as forming a good reference point by which progress can be assessed. Primary data that had been collected in a survey of small businesses in June 2000.
