with our allies, as the rescuers of the world and assume that our contributions will be successful without reproach. But this is not always the reality, as evidenced in the case of Kosovo. In the spring of 1999, NATO launched an 11-week bombing campaign on Serbia in an effort to force their troops out of Kosovo. NATOs strategy regarding Kosovo was at best marginally effective for a variety of reasons. One of the significant reasons that NATO was not as successful as they could have been rests in NATO itself. It is important to remember that by most accounts, Kosovo was considered a success, but only a marginal one. Many believe in fact that war could have possibly been averted altogether, even though the people of that country are indeed better off for the defeat of Milosevic. At the end of the 11-week bombing campaign, Serbian troops were forced to withdraw from Kosovo, thus restoring peace and stability to the Kosovo people. However, the notion that the effort could have been better constructed and far more effective also merits significant consideration. At the forefront of this allegation is NATO, which has been plagued with a variety of formulaic problems. NATO has undergone many significant changes within the last decade, ranging from its structures to its size and composition. The enlargement of NATO has proven to have a direct impact on NATO strategy, as evidenced in Kosovo. This enlargement has served to increase collective efforts but it has also led to bureaucratic stalemates that have slowed processes and inhibited swift and definitive action in some instances. ...
