Blind: Californias Battle to End Affirmative Action, is a book about the now infamous Proposition 209, which was passed by California voters in 1996. Proposition 209, according to
Chavez, had its roots in the San Francisco Bay area. Strangely enough, Proposition 209 was the remarkable creation of two eccentric academics. These two academics were Glynn Custred
and Thomas Wood, who both believed that Affirmative Action had many undesirable effects. The purpose of this legislation was to
prevent the state from discriminating against and granting special treatment to certain individuals based solely on their race. In essence then, this legislation marked the end of affirmative action.
According to Chavez, Affirmative Action was one of the results of the Civil Rights Act of 1964. It was Title VIII that specifically stated, "It shall be an unlawful
employment practice for an employer to fail or refuse to hire or to discharge any individual or otherwise to discriminate against any individual with respect to his compensation, in terms,
conditions, or privileges of employment because of such individuals race, color, religion, sex, or national origin". However, many people believe that this means Affirmative Action is unfair, because it
gives certain people preferential treatment. Interestingly, this book reveals, with significant candor, both sides of this now controversial issue.
It is indeed important to understand both sides of this issue, since both reveal significant facts and realities about this legislation. However, it is also important to understand the
political gain each side has at stake in this matter, and how the personal agendas of politicians are greatly impacted by this particular legislation. Chavez reminds us that politically
