The Centers for Medicare/Medicaid Services (CMS) has made changes in facility reimbursement procedures intended to make Medicare function more efficient, but of course the realized effect has been to further complicate the entire process without providing any real benefit to those needing healthcare services. The paper finds the study to be well-designed and well-executed, and makes recommendations for future research. Bibliography lists 4 sources.

One of the most persistent and troublesome issue facing policymakers and legislators today is that of managing Medicare and ensuring that the nations elderly population has sufficient access to healthcare. The Centers for Medicare/Medicaid Services (CMS) has made changes in facility reimbursement procedures intended to make Medicare function more efficient, but of course the realized effect has been to further complicate the entire process without providing any real benefit to those needing healthcare services. The purpose here is to review the account of research centered on discovering the attributes of retiree healthcare benefits and how many of the nations retirees might be covered under such plans. Need for the Study Policymakers finally have come to realize that many of the nations retirees have some form of employer-provided health insurance available as part of their retirement packages. As the face of business changed so dramatically in the past several years, however, many of those former employers are being pressured to reduce their costs of benefits not only to retired workers, but to currently employed ones as well. Some even have phased out any employer contribution to employee healthcare insurance costs, but maintain group policies so that employees costs will not be so oppressive. In "Retiree Health Insurance: Recent Trends and Tomorrows Prospects," McCormack, Gabel, Berkmnan, Whitmore, Hutchison, Anderson, Pickreign and West (2002) discuss the consequences of congressional action not backed by true, accurate knowledge of conditions as they exist.
