both look at the issues of geopolitical aid. 2. Comparing the Articles Collier and Dollar (2001) and Slater and Morag (2000)both argue they
have some of the answers for resolving the problems, but look at this from a different perspective offering different approaches; one is more paternal and one more empowering. 2.1 The
Philosophical Behind the Argument of Slater and Morag (2000) Slater and Morag (2000) look at the developments of New Labour and the approach
they have taken towards poverty. There is little doubt in the article of the cross over between the development of the Third Way in terms of dealing with poverty and
the use aid and development studies. This article also draws on post colonial theory. Linked in with issues of aid and development there are also issues of power, knowledge
and politics. It should be noted that there is a great support for the idea that aid can help reduce poverty. However; if we look at where the aid is
going is currently giving the greatest poverty relief to the South East Asian area and the least to Sub-Saharan Africa so is not evenly spread throughout the globe. Over
time the targets and aims of the aid grated has transformed in line with changed political ideals. In the mid 1970s there was a policy document in the form of
a white paper which stated that the aid should not only go to the poorest countries, but to directly aid the poorest people within those countries (Slater and Morag, 2000).
