the notion of environmentally sustainable cities represents a contradiction in terms for the simple reason that the very aspect of any sort of growth will have a detrimental impact upon
the environment. In light of the fact that Maines population continues to increase, thus requiring more and more room and resources in which to appease the communitys inhabitants, the
main point of contention lies between "representatives of sprawling urban areas whose residents favor stronger planning and those of recessionary rural areas whose residents oppose planning" (Pendall, 2001, p. 154).
II. THESIS The dichotomy that exists within the notion of environmentally sustainable cities is that they will be no less intrusive upon
nature than they already are for the simple reason that they will still require some level of development. That some municipalities balk at the critical nature of planning needs
while others - back by no external incentives - employ the benefit of planning in order to address future environmental issues. Yet, supporters of environmentally sustainable cities contend that
at this point in time, there are few alternatives available in order for both sides -- humans and the land -- to exist together. III. DATA The data from
Pendalls (2001) study is derived from the models of management Maine has utilized in the past. Dependent variables of the authors quantitative methodology include a) whether the municipality submitted
a plan, b) whether municipalities that did submit plans achieved consistency, and c) whether municipalities that did submit plans also adopted them (Pendall, 2001, p. 159). Problems associated with
