24). Johnson and Smith (2008) define and discuss RTI in a comprehensive and insightful article that examines how RTI can successfully be applied at the middle school level. These authors
begin by pointing out a problem that plagues educators, which is that while research-based interventions are available for middle-school students, the potential effectiveness of such interventions are limited by the
ineffectual, less than school-wide implementation. To answer this problem they introduce RTI, which is a "school-wide process that integrates instruction, intervention and assessment" (Johnson and Smith, 2008 p. 46).
The alignment of these elements promotes greater cohesion of overall instruction, which, in turn, promotes academic achievement. The authors then go on to list and describe the essential features of
the RTI model, as well as explain that research is needed in regards to using RTI at the middle school level, as most of the literature is focused at the
elementary level. The remainder of the article describes how RTI was implemented at Cheyenne Mountain Junior High School during the 2006-07 school year, a predominant white student body with 15
percent minority attendance, 10 percent English language learners, and 5 percent students receiving special education services. Tier 1, that is, the first step in implementing RTI, revealed that students
who needed assistance but were not receiving it. Additionally, this process identified students with learning difficulties were not receiving support within the general classroom. The school also instituted universal screening.
At Tier 2 of the RTI model, the needs of students who are not successful in the general classroom are addressed. The interventions introduced at Tier 2 are targeted
