in trouble and has been for many years. In less than two decades, the industry as a whole has lost more than $58 billion and cut more than 150,000 jobs.
Over the years, the federal government has formed a number of commissions and panels to investigate the problems and to recommend solutions (Reed, 2009). Typically, little comes of those efforts.
The last panel was formed in 2009. The transportation secretary at the time asserted this would not be an advisory committee, it would have some teeth (Reed, 2009). The issue
is money as it usually is when it comes to fixing huge problems. In this case, it is estimated that it would cost more than $20 billion to break this
broken system (Reed, 2009). This is not new news with this latest panel. Dan Kasper, who was a member of the 1993 commission and is a member of this latest
commission commented that commissions at the federal level are often scapegoats for politicians who do not want to make the decisions that must be made because they are unpopular (Reed,
