the same time, South Carolina law also distinguishes between armed and unarmed private security officers and variants in age requirements for these two different professions. A comparison between the Qualifications and Selection Criteria provided and Carolina State law underscores the relative continuity in guidelines for hiring private security officers. The Qualifications and Selection Criteria provided require that unarmed private security officers be at lest 18 years of age and the armed private security officers be 21 years old. This criterion sites the U.S. Public Law 104-208 Section 658 (The Omnibus Consolidated Appropriations Acts of 1997), as the basis for this age variant. Title 40, Chapter 18 of the South Carolina statutes does not distinguish for age between armed and unarmed security guards, but does state that private security officers must be at least 18 years of age to either obtain an individual license or to operate a private security business (SCCL, 2005). At the same time, because state laws cannot supersede federal laws, it is assumed that that the criteria for armed private security officers also comply with U.S. Public Law 104-208 Section 658. In conjunction with this view, the South Carolina statutes also comply with federal law, which mandates that candidates for employment be citizens or have legal alien status in the United States prior to being hired. The Qualifications and Selection Criteria provided requires that the candidate posses a state drivers license, but there is no evidential provision in the South Carolina statutes that supports this same requirement.
