general housekeeping requirements. There are several areas where I was at fault; I should have brought the difficulties I was facing to the attention of the supervisor. When looking at
the root cause of the problems I believe that although I was partly to blame, I should not carry all of the blame. For the maintenance and housekeeping to
take place it is essential that there are the right resources available. In this case it was the housekeeping that failed to comply with the requited standards. I am able
to identify the root causes. The first is that there was a lack of the required tools needed to carry out the housekeeping tasks. This lack of tools and resources
was a result of the decision made higher in the hierarchy to stop making GRO issuances. I believe that this was a decision which had to be made due to
budget restrictions and the tight budget not allowing for any more issuances. Without the equipment needed I was unable to make sure that the housekeeping tasks were undertaken.
I understand and accept that as I did not get the tasks done a proportion of the blame rests with me. There were actions that I could and should have
taken which I did not. Under these circumstances I should have brought this to the attention of my superiors, to make sure that they were aware not only of the
halting of the GRO issuances, but were also aware of the knock in effect, the shortage of resources that lead to a failure to undertake the housekeeping tasks. The
