used rather informal ways of dealing with complex issues.1 While their efforts were successful, an organized and structured institutional approach was needed because the informality of these two administrations would
just not work over the long-term. This lack of coordination had been recognized by military officials in 1944 and the State-War-Navy Coordinating Committee was established.2 By the following year,
the Secretaries of State, War, and Navy began meeting on a weekly basis.3 The Special White House Counsel, Clark Clifford, under Truman was very dismayed at the lack of coordination
and he was, in fact, very instrumental in establishing the National Security Council.4 His goal was to provide "institutional stability to national security policy-making."5 There were other events that influenced
the establishment of the National Security Council (NSC). There was strong tension between the U.S. and the U.S.S.R. following the war. Policy-makers did not think the State Department had enough
influence to contain the U.S.S.R. and that a stronger diplomatic institution was needed.6 As already noted, the two presidents had relied on their own inner circle while military and
even diplomatic officials believed there was a need for a stronger institution that would coordinate the efforts of the many different officials and departments involved in national security. Three offices
took the lead to coordinate at least their own departments in an effort to decide what diplomatic activities and what military activities were needed to deal with the U.S.S.R. and
other threats to national security.7 The NSC itself would not be established until two years after these three departments begin meeting regularly. Another catalyst for establishing the NSC was
a fear among officials that Harry Truman would not be capable of dealing with the increasing tension between the U.S. and the U.S.S.R.8 Following FDRs death, his cabinet members believed
