declining domestic oil production in the U.S., and ever-increasing prices and supply problems for Middle Eastern Oil, are not a new development. Indeed, we have been aware of the
problem of being overdependent on foreign produced oil for decades. Campbell and Laherrere (1998) remind us, for example, of the dramatic price increases for foreign produced oil that occurred
in 1973 and 1979. While world oil reserves and production capabilities were sufficient to meet our needs for several decades in the 1970s, however, Campbell and Laherrere (1999) predicted
that both the reserves and the production capabilities for conventional oil would be insufficient by the end of the first decade in the twenty-first century to meet demand. Even
prior to that dire prediction Kozloff (1994) summed up the U.S emphasis on alternative energy sources as grossly insufficient if we hope to be prepared for what is an almost
certain future energy problems. A balance between supply and demand is what determines price. That is true whether we are considering petroleum
based power, nuclear power, or the various renewable energy sources that we have at our disposal. Into this equation, of course, we must factor in such considerations as equipment
and production costs and these can vary significantly according to the industry being considered. Another element in that equation, an element that is often overlooked, is the environmental costs
of the specific energy choices. As we have just witnessed with the extraordinary gas prices we have just been forced to pay, the
