Muslims persecute Christians and Jews; Westerners discriminate against Muslims, Muslims fight Hindus in India and Christian fights Christian (Protestant vs. Catholic) in Ireland. An overall view of religious persecution indicates the pervasive nature of this problem and highlights the difficulties that the US government has experienced in formulating effective foreign policy to address this global problem. In a US government report issued by the State Department that covers the period of January 1998 to June of 1999, it was indicated that while 144 countries are parties to the International Covenant on Civil and Political Rights, which includes the right to religious freedom, a large percentage of the worlds population live in nations in which the right to religious freedom is either restricted or prohibited completely (Giacomo). The reasons behind this fact are multiple, but generally nations cite cultural and historical factors as the root causes behind religious intolerance (Giacomo). In many cases, the root causes for a conflict go back hundreds of years. While humanity has roughly 5,000 ethnic groups, this diversity occupies only 190 countries (Robinson). A great deal of the conflict between religious groups is attributed by experts to this fact and the multiple number of religious denominations that can occupy the same country (Robinson). For example, Bosnia (which has seen a great deal of religious persecution) is home to Roman Catholics, Serbian Orthodox and Muslims; India has Christians, Hindus, Muslims, Sikhs, and Aborginals; the Middle East has Christians, Jews and Muslims; Northern Ireland has Protestants and Catholics; and the list goes on and on (Robinson).
