Under the heading of organizational reforms, the student might readily surmise that leadership plays a significant role in reinventing the Internal Revenue Service through Information
Technology. Organizational components of any information system project is held together by effective leadership. It is important for the student to understand that in past discussions of what
defines true leadership amidst the Internal Revenue Service organizational culture and its management, there exist several problems with the overall concept, including the extent of ambiguity in relation to definition
and assessment. Nelson et al ponder how an effective leader chosen, and what the criteria are for choosing such. Does leadership truly influence organizational performance? How essential
is good leadership in relation to the performance of the group as a whole? These represent just some of the concerns industry experts have discussed as a means by
