It is often suggested that the environment is the security topic which indicates best that new threats know no borders. Our air and water
resources are in particular danger at the hands of transnational impacts but so too are the plants and animals that freely transverse those tiers of our environment. The need
to securitize the global environment reflects three impacts the end of the Cold War has had on security studies. First, there is no longer just a few powerful world
entities to deal with in terms of their possession of the types of technology that represent the most environmental concern. Secondly, working out environmental agreements with the gamut of
political entities that now represent the world is almost an impossibility. Thirdly, there is no effective means of punishing these smaller entities for failing to comply with what environmental
standards are put in place. The world environment is a three dimensional structure, complete with its own highways and byways, the currents of
air and water which run from one part of the system to another. Various world regions may be politically defined but they are all interconnected both hydrologically and via
