Often, markets for recycled material are difficult to find and the economic input required does not match the economic benefits gained in results. Local governments typically take on recycling duties as part of their larger waste management programs, and as record-setting state and local government budget deficits loom large, recycling has come to be required to return positive economic benefit - or at least break even - as never before. Regional recycling can ease the economic costs of recycling while simultaneously increasing its economic returns. When all attention is trained on the bottom line, regional recycling offers an alternative that can be environmentally sustainable and responsible, while yet paying its own way. Economies of Scale Large cities have vast amounts of recyclable materials delivered to pre-landfill materials recovery facilities (Biddle 45), and many local governments in these areas have requirements for individuals trash handling that can be rather stringent. Some require that cans, jars and bottles be rinsed clean of any food residue before the individual disposes of them, and many of these require the use of clear plastic trash bags so that bags contents are visible to solid waste workers who will hold individuals responsible for complying with local trash and recycling laws. Though it is costly in terms of wages for localities to pay for this monitoring, it can save still greater labor costs of manual separation of vast amounts of refuse designated for recycling.
