the cooperative learning model can be valuable to enhancing the learning experiences of the largest population of learners, it can also negatively impact learners on either end of the learning
curve; students with high performance levels may have to work "down" to the level of other learners, limiting their own learning experience, while student with low performance levels or limitations
may "ride along" with the group, gaining from a collective grading process but adding little to the outcomes of the project. In both cases, the issue of heterogeneity in
the creation of cooperative learning groups can have an impact on the individual learning process. Considering how this plays out relative to the specific design of Create a
City is valuable in addressing the needs of a multiplicitous student population. In order to address these specific issues, some adaptations in the teaching practice for this lesson can
be made. Reflecting on the issues that arose after teaching the Create a City lesson plan provides some insight into changes that can be applied to this lesson plan
