cultural difference models (Perry, Steele and Hilliard 52). The models are chosen because both of these focus on group identity as opposed to individual identity (Perry, Steele and Hilliard 52).
By presenting these theories, and understanding them, it is hoped that there will be a sense of the situation regarding African American achievement (Perry, Steele and Hilliard 52). The cultural
difference theory is explained as equated with the idea that underachievement in minority communities may be attributable to one of two things (Perry, Steele and Hilliard 53). That is, either
there is a conflict between the culture of the school and the students home environment, or that there is simply a mismatch between the student and the school (Perry, Steele
and Hilliard 53). Language conflict is then addressed (Perry, Steele and Hilliard 53). In fact, much about language is relayed as well as the idea of acceptance of black language
(Perry, Steele and Hilliard 54). Yet, after the 1970s, there was a shift in terms of focusing on language as a problem to looking at cultural differences (Perry, Steele and
Hilliard 58). During the 1980s, cultural difference theory was criticized and in its placed came in theories pertinent to social mobility (Perry, Steele and Hilliard 58). Ogbu did studies to
suggest that being a racial minority is not necessarily indicative of failure as he compared African Americans to other minorities (Perry, Steele and Hilliard 59). He explains that immigrants come
