Ohios high school graduation rate is 78 percent overall, with 31 percent of those being ready for college at graduation time (Ohio, n.d.). Currently, Ohio does not require
four years of either math or English on the state level, and state tests do not measure college readiness (Ohio, n.d.). The dropout
rate in North Toledo appears to be higher than in other parts of the city, and Toledos dropout rate overall is quite high. The purpose here is to investigate
why that may be and to suggest appropriate interventions. Problem Statement Why does it matter? Is it not so that there will
simply be those who dropout regardless? Probably so, but keeping students in high school to ensure they graduate is a worthwhile pursuit: High school dropouts, on average, earn $9,200
less per year than high school graduates, and about $1 million less over a lifetime than college graduates. Students who drop out of high school are often unable to support
themselves; high school dropouts were over three times more likely than college graduates to be unemployed in 2004. They are twice as likely as high school graduates to slip into
poverty from one year to the next (Bridgeland, DiIulio and Morison, 2006; p. 2). Bill Gates recently announced that he soon would be
giving up daily operations at Microsoft to pursue philanthropic work full time. One of the goals of the Bill and Melinda Gates Foundation is to engage current high school
students to reduce current dropout rates while ensuring that more middle school students make it to high school at all. Thus the problem
