ambitious recycling targets for their industries where in the past, recycling was done by private industry (17). The reason why it worked better in the past is because companies put
things in packaging that was more valuable than the cost of collecting it (17). For example, in 1991, Britain may have been delivering milk in bottles still, but its biscuit
makers no longer refilled their biscuit tins (17). As manufacturing becomes less expensive and broader in scope, recycling is not as economical (17). Thus, the price of technology may indeed
by a world full of litter. The reason for the new trend in recycling is really due to pressure from the government, which stems from the pressure of
voters, more than anything else ("How to Throw" 17). The motives are genuine as they all want to save raw material as well as to reduce the amount of rubbish
on the planet. The latter is problematic as landfill space is expensive, particularly in the United States, but in European countries, costs are high as well (17). In Germany for
example, as well as in Holland and Italy, the cost has been computed to be around $80 to $100 per ton, and that was in the early 1990s (17).
In a few countries, there is public pressure to recycle plastics ("How to Throw" 17). One method of recycling plastics, and other things, is through collection and many North American
households for example must separate their garbage for the sole purpose of recycling (17). In Europe, the collect schemes are less prevalent than the ones that allow citizens to
bring things to rubbish points (17). In the United States as well, there are many towns that allow people to bring their recyclables to an area and collect the items
