Reconstruction efforts in Iraq demand a focus on a diversity of problems and
issues. Iraq presents a number of concerns from an emergency management standpoint, in particular. Many of these concerns are handled by military personnel. Others are handled by
civilian contractors. This in itself presents a challenge in terms of interagency coordination and communication. The U.S. military bases in the country are, in effect, acting as municipalities
in their coordination and management of the many different players that are participating in reconstruction efforts. Of particular interests in these reconstruction efforts is the fire and emergency services
system of Iraq. The problems that erupt in terms of emergency services in Iraq are both those that erupt within the military bases
and those that erupt outside. Each community has different circumstances and needs, therefore the recovery and repair of such items as roads, schools, public facilities, and public housing will
differ per community. The local governmental agencies must also enhance recovery by private industry and individuals by granting loans and providing information necessary to the reconstruction effort.
While addressing base emergency services problems will, hopefully, be a temporary need. Reconstructing the country as a whole to the point that
it will be able to independently deal with emergencies is a task that will be quite long-term in nature. This relates, of course, to the continued political problems that
