for violent and repeat offenders. He said, "Crime is a top concern for Americans, many of whom of leaving the large cities for the safety of suburbia. The
revolving door method of justice ends up costing more money and more lives than keeping criminals in prison longer. Many convicted felons are on the streets without any supervision,
continuing to commit crimes" (Dilulio, 1996, pp. PG). John Hopkins University is located in one of Baltimores more notorious crime districts, where incidents of rape
and kidnapping have occurred with regularity. Students and employees alike have expressed concern over the rate of campus crime (Collison, 1993, pp. A32). That rate of crime is
increased by the rate of recidivism in Baltimore. Hanke (1993) said, "The old saying crime does not pay does not apply to Baltimore,
MD, and many other cities. The benefits of crime far outweigh the cost and risk for criminals. Punishment rarely fits the crime, and, without tough law enforcement policies, crime will
continue to rise" (Hanke, 1993, pp. 22). Baltimore set an unenviable record for the number of homicides in 1992 of 331, which topped the former
high set in 1972 (Hanke, 1993, pp. 22). Baltimore is being called "The city that kills" (pp. 22). Law enforcement officials explained that Baltimores murder and mayhem have
