province, the incumbent candidates promoted tax breaks and made promises concerning higher education as part of their campaigns. Manitoba voters were told that if they returned the incumbent government to
power they could look forward to lower income taxes for new graduates and in Saskatchewan, Premier Roy Romanow promised free tuition for first year higher education students (Paskey 5).
Both of these candidates seriously misread the concerns of their constituencies. Romanows New Democratic Party (NDP), which has held a majority in the province for the last eight years,
barely sneaked by with the narrowest of margins, which means that the NDP now has to share power with the Saskatchewan Party. In Manitoba, incumbent Premier Gary Filmon, of the
Progressive Conservative Party, was completely upset by NDP candidate Gary Doer. On the surface, these two elections appear to be very different. In Saskatchewan, the NDP barely hung on
to power, while in Manitoba, the NDP scored a decisive victory. Nevertheless, in both of these elections, the results were reflective of voter dissatisfaction. Common economic factors influenced the voters
in both provinces. Manitoba Doers five-week campaign against Filmon was considered by many political observers to be inspired (Bergman 24). Throughout the campaign, Doer accurately predicted many of the
moves of his opponent. For example, early last spring, Doer publicly warned the voters that Filmons government, which has preached fiscal restraint and imposed severe spending cuts throughout his administration,
would attempt to "entice" voters into awarding him a fourth term as premier by promising a major tax cut (Bergman 24). Doer said that the NDP would respond
