The issue at hand is the need to decide on future financial aid to Ethiopia. The British government faces a conundrum: the people of Ethiopia desperately need assistance from other parts of the world but the British government seeks not to appear to support the policies and practices of the Ethiopian government currently in power. The purpose here is to make recommendation to the British government on how it should proceed. Ethiopias Progress Currently the debt that Ethiopia carries is more than 80 percent of GDP (Ethiopia, 2007). "In November 2001, Ethiopia qualified for debt relief from the Highly Indebted Poor Countries (HIPC) initiative, and in December 2005 the International Monetary Fund voted to forgive Ethiopias debt to the body" (Ethiopia, 2007). The current debt load of more than $6 billion does not include the portion forgiven by the IMF. There are two overriding problems that prevent Ethiopia from progressing economically. One is its crushing external debt; the other is that the government owns all land and leases it to people for various reasons, ranging from living to business. Governments ownership of land "continues to hamper growth in the industrial sector as entrepreneurs are unable to use land as collateral for loans" (Ethiopia, 2007). Lack of a developed financial market further inhibits economic growth that could increase the peoples standard of living. These disadvantages have been compounded in recent years by drought; civil war in other countries; and of course HIV/AIDS.
