rules, the goals of the organization and the roles. The organizations goals act as a guide for decision making (Scott, 2003). Goals also guide the organizational structure that is put in place (Scott, 2003). Specific goals tell management what tasks will be accomplished, the knowledge and skills employees need to have to perform the tasks and how all resources will be allocated within the organization (Scott, 2003). The rational organization has a set of rules and procedures, which govern how they do things. Role relationships are defined by the rules and procedures (Scott, 2003; Baum, 2002). As rules and procedures are formalized, they clearly define the structure of the organization as well as the interactions between people (Scott, 2003). Scott (2002) suggests four approaches in the rational mode: Taylors scientific management, Fayols administrative theory, Webers theory of bureaucracy, and Simons theory of administrative behavior. Taylor and Simon both discussed how individuals perform their job tasks while Fayol and Weber discussed different organizational forms (Scott, 2003). The rational model is more mechanistic or mechanical in that there are distinct parts in the organization that could be changed or modified in such a way as to make the organization itself more efficient. According to the rational model, an organization may be created and designed to accomplish specific goals (Baum, 2002). The government is a good example of the rational model. There are clear functional departments and goals and objectives are identified for each of the functions. Governments are generally mired in rules and regulations. In fact, any company in the early industrial age followed this model. Management was very scientific as a result of the research conducted by the aforementioned theorists.
