scientists and, indeed, the world since its first inception. Our Constitution, for example, incorporates a system of checks and balances that make our governmental system superior to any other
in the world. The Constitution is not, of course, the product of any one individual. Instead, it is the product of many great individuals. The concept of
checks and balances, for example, can be traced to John Locke, a man that was actually born and educated in England. Lockes arguments against the divine rights of the
royalty and for the concept of government by the people were eventually incorporated to a large part both in the eighteenth century society of his day and in the Declaration
of Independence and the Constitution of the United States. Locke was both an advocate of democracy and the founder of British empiricism, Enlightenment and the belief that there is
an inherent goodness in mankind. Locke also believed that a countrys citizenry acted as a result of rational choice. The concept of rational choice has, in fact, been
the subject of considerable examination from more than one of the worlds great minds. It can be used to explain events that we see unfolding before us in the
opening decade of the twenty-first century. The rational choice theory is perhaps best enunciated by Immanuel Kant. Kant proposed that appropriate behavior
is the result of social determination and that some thing such as right and wrong are simply principles which are inherent in human nature. Kant proposes that there is
