man often creates the kind of conditions that lead to species becoming endangered and then feels compelled to step in to prevent the complete extinction of these species. What
happens, though, when one rare species feeds off another rare species? What role should mankind play in protecting either one? The directive for action on the part of Americans
relative to the issue of species endangerment comes in the form of legislative action under the 1973 Endangered Species Act (ESA). This act defined the nature of endangered and
threatened species and defined a directive for action both in the United States and abroad. The ESA also supports the maintaining of data about species endangerment, including studies of
existing endangered species and lists of endangered and threatened species from over a dozen organism groups. The ESA also determines the basis for creating habitat conservation plans, which focus
on maintaining habitats for endangered and threatened species. Even with protections in place, endangered species sometimes feed off of other endangered species. The underlying reason for this
problem is that the same conditions that have negatively impacted the habitats of one endangered species inherently threaten the livelihood of other species. For example, on Rice Island in
the Columbia River, the endangered Caspian terns feed off of endangered salmon smolts. In this case, though, biologists were able to determine that other nesting places for the endangered
terns existed, nesting places that had less of an impact on the salmon population. In this case, the study of the terns, of nesting areas, and of salmon populations
created a viable option, and biologists were able to lure the nesting terns away from Rice Island to another setting. In this case, research was conducted and the
