Commander in Chief at the time. The civilian world was outraged. How can the American military censor speech when the soldiers are fighting for such freedoms? The answer however is
not vague. The military is not a civilian environment and military personnel are to obey orders unquestioned and to never question their superiors, of which Bill was one. The
environment is also different in terms of sexual mores. While in civilian life, one can engage in affairs and only get a slap on the wrist, in the military,
affairs can get one dismissed. Adultery is against regulation. Homosexuality has also been very controversial and the "dont ask, dont tell" rule has been the subject of much contemplation. While
rules are rules, military men are notorious for behaving badly. Vietnam vets are known for their drug use and in the 1990s, sex has taken center stage. There was the
infamous Tailhook convention in 1991 where things quickly got out of control. There have always been allegations of sexual misconduct in the military environment. Part of the premise that date
rape exists particularly in the subcultural context is evidenced by military cases. One recent case involves the United States Army where military culture certainly plays a part . It was
not too long ago that women could not be soldiers. Those who wanted to join took clerical roles. Still a male dominated institution, the influx of women has brought unforeseen
problems. Recently in Maryland, Staff Sgt. Delmar Simpson was on trial for allegedly raping trainees at the Army base (Komarow, 1997). Although married, he admitted to affairs with several women,
though denied the rape allegations. However, military law, like civilian law, allows Simpson to be convicted of rape even if he did not use physical force in the activity.
