By using these statistics, local governments, law enforcement, and other agencies charged with public safety will be better able to perform their duties. The death penalty has been hailed as a method of insuring the public safety. By putting criminals to death the justice systems claims that it is doing the public a great service by removing these criminals from the streets. The truth is that the use of the death penalty reveals how much the process is entrenched in endemic racism and not in statistical data. Since 1976, the race of defendants executed in the United States reveal just how rampant this racism truly is: of those executed since 1976 35% were Black, 7% Latino, 56% White, and 2% "Other" (Death Penalty Information Center, 2011). This is clearly out of alignment with the actual distribution of races and ethnic groups in the population as a whole. As reports indicate, "in 82% of the studies [reviewed], race of the victim was found to influence the likelihood of being charged with capital murder or receiving the death penalty" (Death Penalty Information Center, 2011). In all cases where the victim was white, the death penalty was much more likely to be imposed. While Texas and California do not share the same frequency in use of capital punishment, the two states do share similar murder rates. Texas does spend more on capital punishment than California and does execute more prisoners as well (Price & Byrd, 2008). Despite the state of Texas continued attempts to curtail crime by use of capital punishment the murder rate continues to hold steady with that of California (Price & Byrd, 2008).
