her personal morality. Obviously, considering someone a suspect simply because he is of a certain race or ethnicity sets up a dangerous precedent. Although in recent days it is true
that people of Middle Eastern descent are more likely to be terrorists than the average white person, that does not mean that all people form the Middle East are involved
in terrorism. That is an absurd notion. While today, some people from that part of the world do not object to additional scrutiny in light of 9/11, racial profiling is
ineffective anyway and might even serve to eliminate actual terrorists. There have been cases of ordinary Americans who sympathize with the terrorist and have engaged in terrorist activity. By profiling,
actual terrorists are erroneously eliminated. There is no policy that says racial profile is a practical law enforcement tool, but it occurs nevertheless. In one way, the
role of the government and the American federal structure has affected the issue. Also, the government institutions set up a situation where institutional racism exists. The separation of powers affects
this issue as well. While there are three branches of government, it seems as if the judicial system is guilty of profiling in a myriad of ways, and while there
are laws against the practice, it goes on anyway. In the past, leaders wanted President Clinton to sign an order to put a stop to racial profiling. What would
that do? It might just be a piece of paper, but it would be a semblance of some attempt to end the discriminatory practice. The more branches of government that
