race? The two issues are very close and some people will argue that racial profiling is racial discrimination. This paper examines the question of whether or not racial profiling is
a form of racial discrimination. Discussion In order to come to grips with this, we should first define what we mean by "racial discrimination" and "racial profiling." One source used
two components to define this concept: "(1) differential treatment on the basis of race that disadvantages a racial group, and (2) treatment of the basis of inadequately justified factors other
than race that disadvantages a racial group (differential effect)" (Measuring racial discrimination). These criteria are broader than the legal definitions for racial discrimination, which are "disparate treatment and disparate impact
discrimination" (Measuring racial discrimination). The reason for attempting this broader definition is that the various types of racial discrimination we face today "may be harder to detect ... in a
legal framework. Measuring behaviors that might not fall within the legal definition of discrimination is important to understand ways in which complex forms of discrimination may affect important social and
economic outcomes" (Measuring racial discrimination). In addition, discrimination is often viewed as a single event: discrimination in hiring for instance, and then does not recur (Measuring racial discrimination). This
"episodic" view of discrimination is probably inadequate because of the cumulative effects of discrimination (Measuring racial discrimination). Therefore, "discrimination is better viewed as a dynamic process that functions within a
domain ... across individual lifetimes, and even across generations" (Measuring racial discrimination). In short, then, racial discrimination is treatment that works to the disadvantage of a particular group; or treatment
