Education has been an evolving world phenomenon. This was particular true in the twentieth century. Our educational arena, institutions, and approaches alike each underwent significant evolution during
this period. That evolution, however, is anything but complete. There has been, and continues to be, a progression of educational approaches. This evolution has proceeded from concentrating
solely on the education of certain segments of our society to an emphasis in equality not just between economic classes but between the races and the genders as well.
Unfortunately, in the past, while the twin goals of excellence and equality education could be complimentary at times, more often than not they were contradictory.
As Arnot (1999) emphasizes, a whole gamut of policies and laws have been introduced not just in the UK but in most progressive countries for the
purpose of establishing gender equality in education. While these laws have gone a long way in closing the gender gap in education, however, we have yet to accomplish full
equality. What is incontestable, however, is that laws and policies have combined with our growing concern for equality between the races and the sexes, in particular with efforts like
those put forth by the womens movement, to reshape not just male and female identities but cultural and racial identities in regard to their educational choices. As Arnot (1999)
argues, however, these changes are not always either the same or in fact even complimentary to one another. Under the present system of
