Following are answers to questions to help build a case analysis for the case study entitled "Red Cross Childrens Home: Building Capabilities in Guyana."
Is the International Federation of the Red Cross is a U.S. organization, or does it fall under some other countrys jurisdiction? The issue here is that it
isnt just the IFRC, its also the GRCS and CCH - both of which are located in different countries. Certainly the IFRC is a U.S. organization - however, the CCH
is not; it is specifically Guyanese. As such, it answers to the IFRC, but it must take the "when in Rome" attitude - in other words, the decisions made on
a local level need to take local scenarios into consideration. One such example is Goffins frustration with her staff. The case study notes that Goffin believes she did everything for
them; she doubled their wages, focused on empowerment and wanted them to be "happy." This is a lovely goal - for a western-based organization with western staff. But things are
different in Guyana. Certainly money is a factor, but clearly there are other cultural mores and scenarios that have played into chronic absenteeism and lethargy.
