this kind of a system, and middle-income countries have lost when compared to both poorer and richer countries. Though this may appear to be an immediate contradiction, it serves
to demonstrate that there are a number of distinct factors that influence the success of economic development within the scope of the call for trade liberalization. In considering the impact
of strategies for economic development, primarily views of economic liberalization and tariff reductions, Kreuger relates the history of the European Union and the impacts on certain countries. Large and
economically dominant countries like the United States supported both the formation of the European Common Market and the maintaining of an "open, multilateral, nonpreferential trading system" (Kreuger 106). In
essence, these two elements appeared contradictory, but Kreuger suggests that this was supported as much by political considerations as it was by the belief that these two policies would define
specific economic impacts (107). The countries of the EU, then, demonstrated support for the kind of customs unions that were inherent in this system, suggesting that they believed that
these systems were trade-liberalizing. Kreuger cites Vitner (1950) as having argued that the welfare benefits of customs unions vary, and can have a negative effect on more established countries.
A customs union could result in both beneficial trade creation among its members, as trade barriers within the group were reduced, and also trade diversions, in which
