Throughout history, the development of minority rights has been slow. One remembers that not too long ago, even in America, black people could not sit at the same counters as whites. The perception of human rights across time changes and Locke and Rousseau and other men of the Enlightenment era began to look at things differently. Suddenly, equality appeared important. Classical liberalism and democratic theory have little or no use for minority rights or even the concept of human rights because it is too broad in scope. Still, minority rights and human rights issues crop up throughout the world in different ways. While the "civilized world" has seemed to change due to the implementation of laws, other less developed countries, communist countries and nations that are trying to rebuild such as Russia and Germany, all find these questions hard to fathom. To some extent, government takes control, but many times, corruption flows freely and there are significant problems. 2.
