human rights? Throughout history, the development of minority rights has been slow. One remembers that not too long ago, even in America, black people could not sit at the

of the Enlightenment era began to look at things differently. Suddenly, equality appeared important. Classical liberalism and democratic theory have little or no use for minority rights or even the

has seemed to change due to the implementation of laws, other less developed countries, communist countries and nations that are trying to rebuild such as Russia and Germany, all find
